KPM Tuition Centre Registration: What New Operators Get Wrong

A KPM tuition centre registration is the Ministry of Education licence every private tuition centre in Malaysia must hold under the Education Act 1996; operating without it is an offence under section 132. The application goes through your State Education Department (JPN) on the BPS I form and generally requires a Malaysian-citizen principal, teachers with at least SPM and a permit mengajar, approved commercial premises, a Bomba letter, a local council (PBT) licence and a name in the “Pusat Tuisyen” format. The five mistakes new operators make most often are signing a lease first, renovating before plan approval, assuming a business licence is enough, hiring teachers who cannot get a permit, and opening without a curriculum. Rules vary by state, so confirm with KPM/JPN. DuoDuo Kidz Academy partners avoid most of these by joining a proven system; WhatsApp 011-2828 8676 for the partnership pack.

KPM tuition centre registration: the basics

Tuition centres are private educational institutions under the Education Act 1996. Section 132 makes it an offence to operate one without registration, with a fine of up to RM30,000, up to two years' imprisonment, or both. This applies whether you teach five children or fifty.

The application is made to the Ministry of Education (KPM) through the Jabatan Pendidikan Negeri (JPN) of the state where your centre sits, on the form commonly called BPS I. Once approved, a licence is typically valid for several years and must be renewed. Everything below is a general guide; requirements and processing times differ by state and change over time, so confirm current rules with your own JPN before committing money.

What JPN generally expects to see

Most JPN offices look for the same core items, and missing any one of them stalls the file.

  • A registered business entity with SSM, commonly a Sdn Bhd
  • A centre name in the “Pusat Tuisyen …” format that KPM will accept
  • A principal (pengetua) who is a Malaysian citizen
  • Teachers with at least SPM, each holding or able to obtain a permit mengajar through KPM/JPN
  • Commercial premises with a tenancy agreement and layout plan; residential units usually not accepted
  • A Bomba support letter confirming fire safety
  • A premises and signboard licence from the local council (PBT)
  • A location not adjacent to hazardous, unsuitable or directly competing premises

The five mistakes new operators make most often

Almost none of the trouble we hear about is caused by the teaching. It is caused by order of operations and assumptions made early.

  • Signing a lease before checking the unit: the council or JPN may not accept that floor, that row or that neighbour, and the rent is already running.
  • Renovating before the layout is reviewed: exits, toilets and partitions get rebuilt at the owner's cost.
  • Assuming a business or shop licence covers tuition: KPM registration is separate and mandatory.
  • Hiring teachers who cannot obtain a permit mengajar: check qualifications and citizenship or work status before offering a job.
  • Opening with no curriculum: the licence lets you open, but without visible progress parents leave after a term.

Timelines and the gap nobody budgets for

SSM registration is quick and council licences take weeks, but a JPN assessment commonly takes months because it depends on inspection and a complete file. During that gap you are paying rent and cannot legally run classes. Owners who plan for the gap survive it; owners who expected to open in a month often do not.

Why joining a proven system reduces mistakes

Every mistake above is a first-timer mistake. A partner who has watched six branches open across KL, Perak, Penang and Melaka has seen each of them before. DuoDuo Kidz Academy provides centre setup guidance alongside its proven education system, teaching materials, teacher training and ongoing HQ support, so a new operator is not learning the sequence alone.

Just as important, a DuoDuo partner opens with a curriculum parents can see working: the staircase word-recognition system, one-to-one teaching, and a personal progress chart for every child. With 14 years of experience, more than 10,000 families and a 4.9 out of 5 parent rating behind it, the teaching side is the part you do not have to invent. Want to know exactly how we do it? WhatsApp us and a teacher will answer you personally.

Get the registration right and the teaching ready

Do the KPM/JPN, SSM, Bomba and council work carefully and in the right order, and confirm every rule with your own state office. Then decide whether you want to build the teaching side alone. DuoDuo Kidz Academy works with partners who bring premises and a passion for education and want a proven system behind them.
